If a man of such scientific skill and training as a weather observer can fail, as he very frequently does, what chance has a business man of being right when he buys advertising space on somebody’s mere say-so? When a number of advertisers began to ask them selves that same question several years ago, things started to happen that led eventually to outlawing the circulation-guessing game. It was easier to guess the number of beans in a jar than to determine how much circulation a newspaper actually had. The Audit Bureau of Circulations (A. B. C.) ap peared on the horizon. From then on it was a brighter day for everybody who invested money in advertis ing in advertising space. Publishers who were not hid ing behind a cloud of false circulation claims were glad for the opportunity to become identified with the A. B. C. because they had nothing to conceal. No A. B. C. newspaper has to fall back on saying what it’s going to have in the way of circulation nor does an advertiser have to pay the penalties for bad guesses as to how much circulation he’s getting for the advertising dollars he invests. When the A. B. C. auditor comes in for his annual examination of a newspaper’s circulation records, he pays no attention to anybody’s forecasts. He says, “As usual, we’ll see what the circulation temperature is and not what it’s predicted to be.” The outcome of this all-revealing investigation is told in the A. B. C. audit report. That’s a circulation thermometer you can’t dispute. 12« S.
